Docker image initialization stuck and upload limit reached error

Hi, I uploaded a Docker image to my algorithm around two weeks ago, but the container status is still inactive and marked as Import Initialized.

Import Status: Import Initialized

Image Can Be Used: False

Along with this, I have been trying to upload another docker image to a new algorithm but it shows 'upload limit reached every' time. Please advise what should be done
